Overview
Every BSA unit must recharter annually to maintain its charter with the Council and the Charter Organization. For Pack 232, rechartering renews the pack’s registration with Twin Rivers Council and Glenmont Elementary PTA as the charter organization. The Committee Chair owns this process with support from the Charter Org Rep and Secretary.
Recharter Timeline

Process Steps
1. Roster Review
- Pull the current pack roster from my.Scouting.org
- Cross-reference with actual active participation
- Mark Scouts who have aged out (5th grade AOL crossing over), dropped out, or moved
- Identify adults who should be added or removed
2. YPT Verification
- Every registered adult must have current YPT (within 2 years)
- Check training status at my.Scouting.org (unit roster > training status)
- Contact any adults with lapsed YPT — they must retake it before recharter can be submitted
- The Committee Chair may appoint a committee member to be responsible for YPT tracking
3. Adult Applications
- New adults not yet registered must complete an Adult Application and attach YPT certificate
- Secretary collects and verifies applications
- Charter Org Rep signs all adult applications
4. Submission
- Committee Chair completes recharter in the Council’s online system (BeAScout / my.Scouting.org)
- Charter Org Rep signs the recharter application
- Recharter fees paid (check to Council or online)
5. Journey to Excellence
The Committee Chair completes the annual Journey to Excellence (JtE) documentation as part of recharter. JtE measures pack performance on key criteria (advancement, membership, training, service, etc.). A Gold or Silver rating is a positive indicator of pack health.
