Core Responsibilities

  • Organize fundraising activities to support the pack’s financial needs
  • Ensure all non-popcorn fundraisers are approved by the charter organization and Twin Rivers Council via a BSA Unit Money-Earning Application
  • Coordinate efforts to raise money for activities, events, and equipment
  • Manage Scout account credits for fundraising participation
  • Educate families about BSA money-earning policies

BSA Money-Earning Policies

Key rules all fundraising must follow:

  1. Approval required: BSA Unit Money-Earning Application approval is required from both the charter organization and the council before ANY unit fundraising activity (the annual popcorn sale is pre-approved; all other activities need an application)

  2. No soliciting gifts: Units should not solicit gifts. Donors to units do not receive a charitable tax deduction. Gifts made to councils or charter organizations cannot be passed through to the unit.

  3. Scout accounts: Scouts can credit a reasonable amount of funds earned toward their Scouting expenses. Scouts cannot use funds for non-Scouting purposes and cannot take the money with them if they leave Scouting.

Money-Earning Application Process

For any non-popcorn fundraiser:

  1. Complete the BSA Unit Money-Earning Application
  2. Get charter organization approval (Glenmont Elementary PTA / COR)
  3. Submit to Twin Rivers Council for approval
  4. Wait for approval before beginning the fundraiser
  5. Report proceeds to the Treasurer
