Charter Organization Representative (Charter Org Rep)

Role Summary

The Charter Organization Representative (COR) is the direct link between Pack 232 and its charter organization, Glenmont Elementary PTA. The COR serves as the official representative of the charter organization to both the pack and to Twin Rivers Council. The COR ensures the pack’s program aligns with the charter organization’s values, signs all adult applications, and plays a key role in the annual recharter process. If the charter organization has more than one BSA unit, one COR serves all of them.


Requirements

  • Age: 21 years or older
  • Membership: Must be a member of the charter organization (Glenmont Elementary PTA)
  • Restriction: Cannot be the unit leader (Cubmaster) or assistant unit leader
  • Registration: Appointed by the charter organization; registered as an adult leader of BSA; current with YPT
  • Required Training:
    • Youth Protection Training (YPT) — renew every 2 years
    • Charter Organization Representative Training
    • Pack Committee Challenge
  • Access: Full access to the pack’s bank account

Core Responsibilities

  • Serve as liaison between Pack 232 and Glenmont Elementary PTA
  • Help select the right leadership for the pack
  • Promote well-planned, quality unit programs including outdoor programs, advancement, and recognition
  • Promote recruiting of new members
  • See that Cub Scouts transition smoothly from unit to unit (e.g., AOL to Scouts BSA)
  • Help with the annual charter renewal (sign recharter application and adult applications)
  • Suggest service projects to benefit the charter organization and community
  • Encourage the unit committee to hold regular meetings
  • Cultivate leaders and encourage necessary training of existing and new leaders
  • Utilize district help and promote use of district personnel and materials
  • Use approved unit finance policies
  • Represent the charter organization at the council level
  • Support the policies of the BSA

Pack 232 specific (COR also serving as Treasurer):

  • Maintain financial records and SEFCU/PayPal accounts; supervise finances of popcorn sales
  • Approve all budget expenditures
  • Collect dues, outing fees, and popcorn-related fees
  • Sign tax donation receipt forms
